In 2000, A Research Group on Institutional Actors and their Speech (GRAID) at the University of Brussels has carried out a study on how the proliferation of Bilateral Investment Protection Treaties was creating a network with anti-democratic and anti-social effects akin to MAI. Some governments (such as France and Belgium for example) had refused MAI but at the same time were negotiating and applying bilateral investment protection treaties with equally dreadful effects !
